Alright last try. Skinner valve problem with pictures

Here goes. The skinner valve you see in one of the pictures is fed by my aux tank. The skinner valve has three hose connections. The two with hoses go to the coffee can looking thing and one of those hoses is Y'd off to the other device which is connected to the green interface with the name DANA corporation on it. Another hose comes out of the interface into the device attached to the brake lever that can only be described as a string pull looking light switch linkage.
That leaves the problem. The hoseless fitting on the skinner valve is leaking. Spoke to Jay at Nashville MCI and he told me to cap it off and forget about it. I'm giving you all one last shot at figuring it out. There is another fitting on the coffee can looking thing but it is not hollow. If I can't get any advice on what this thing does I will probably put a dummy line from the empty skinner valve hose connect to the solid empty hose connect on the coffee can.I have to figure because this thing is connected by that strange light bulb pull linkage to y brake pedal lever this thing has to have something to do with my brakes.  Trailer brakes maybe? Emergency brake switch?
It only leaks with the key ON. Whether or not the engine is running

I will answer any questions you may have and I can certainly send more pix. The skinner valve is wired one to ground and the other to an extra relay in my front juction box just ahead of my horn relay.

(Dana interface) looks like one from an old Cruise control, along with the pull solenoid its wired to which should have a ball type chain on it going to the throttle. 

(Strange light bulb pull linkage) = looks like a cruse control brake switch, turns off cruise contorl when brakes are applied.

(Coffee can) = looks like a vacuum can on a car. 

Not sure about the skinner valve unless it was hooked up to an venturi to make vacuum for the cruise control.

To me it looks like you had a cruise control at one time.

Those look more like vacuum hoses to me, and the coffee can thingy looks like a vac booster. It can't be air, because
there are no clamps or fittings on those hose, only barb push-over type fit, so that's why I think it's a vac line,
instead. Is it possible the thing the green interface is wired to is a vacuum pump?

My thoughts are that it's probably your cruise control and the thing attached to the brake linkage is to turn it off when you hit the brakes, or it's an aftermarket anti-lock braking system, though I can't figure out how it would work. Dana corporation
does have some products in axles, drivelines, and brakes, but not much on their website.

Do you have an electronic engine in your bus?  Is it possible the Dana interface is connected into that?

Where does the air line from the aux tank go to in the photos?

Wow!! Eureka. I went underneath and noticed that the main device was located directly below the throttle and that there had been some sort of linkage between them. Upon further investigation it was proven beyond a shadow of a doubt that the culprit was..... (suspense is building)... drum roll please.    CRUISE CONTROL.

Man if I wasn't a happily married heterosexual I'd kiss you guys.... Course I'd look pretty funny afterwards with a crowbar sticking out of the side of my head!!!  Thank you Thank you Thank you...

I am capping off the line and doing some subtle research into whether or not this unit is fixable.

About vacuum with diesel.....there is no way to achieve high vacuum because no throttle valve like gasoline engine. However it can have auxiliary vacuum pump on board in either electric or mechanical drive.
