I'm curious about the pressure gauges on the engine start panel:  the oil gauge shows 67 PSI, but the fuel gauge shows no pressure at all!   Why?

Probably not wired the Cummins PT system rail pressure is usually around 200 psi leaving the pump and a tight area for a sending unit you would need to remove to check the rail pressure
