I need to travel through a few states and I should temporarily black out some of my driving lights, one being an LED light bar.  Any suggestions on what to use?  Wrap vinyl? Painter tape?

Why? Can you not just not turn them on?

Well, you'd think that would be enough.   :-\

I know that in some states (i.e. CA) you are supposed to cover off road lights when on public highways.  This is aimed at off-roaders.  However, with a bus, I doubt that anyone would even notice.

Aren't your non-headlamp driving lights on a separate switch(es)?  If so, I'd just leave them off and not worry about it.

OTOH, the LED light bar is another issue.  The CHP has been pulling over guys running with these things turned on, as they're not very well focused and create tremendous glare to oncoming traffic.  A little blue painters tape should reduce your risk considerably for that light.

I covered my non-functional brake/tail lights with sign vinyl that matches that color of my bus.  However, those lights will never work again.  I mounted LED lights to the engine door that spans the entire width of the bus.

My understanding is that any lights on a bus must be functional even if they are not required.  I could be wrong, but I wasn't taking any chances.
