Hardly the best image, but I'd guess I44 LZB, not 8. And I think it's the pre-2004 version of the Florida plate, so it may not be current.

Looks like it's a Homemade vehicle with no title and registration only. Nusa was right it is a Jan. 2004 tag but with a current registration. People live in Cape Coral Fl. I guess it's still a mystery?
