Ok Tom I will try this as soon as I figure where the governor is 
I am still trying to figure out where the skinner valve is     Sorry guys but I am not familiar with the detroit 871.
I wish someone could send me a photo and explain what the  3 solenoids on top of my engine are for...
I do know that one is for my fast idle and the other 2 well 

I read so much about the skinner valve and have no idea what or where it is.......
