My take on it is that it refers to emission control systems, and whether they are working correctly or not.   If older vehicles like most of ours don't have such systems, will this still apply to us?   There's also mention of opacity testing:  is that for everything, regardless of age or if it has OBD?

One has to go to the actual legislation and policy documents. These media briefings rarely contain the wording necessary to figure out what is captured.

They have been quietly trying to snare motorhomes for a long time. They sneak in some words, and hope to sneak in some more at another time.

The RV lobby is not strong anymore, i don't know who is going to stop them...

They control the ports no diesel engine truck are allowed on the docks Swift,JB Hunt and others all have trucks with CNG engines on the docks ,been that way now for a few years.Trucking CO's don''t seem to mind the rules on the docks since CA pays big bucks to  buy the CNG trucks

Heard from a Fella that lives outside of Sacramento,  If you have a 2 Stroke , CARB will be checking for oil leaks on engine also. Park you if it leaks. That'll put a lot of the 2 Strokes on the curb. Red Tag you and won't let you leave, Has to be towed..

I doubt they red flag a RV but they do write repair tickets even to out of state people but mostly for to much smoke,I get those buses through here from time to time, coming from the fruit stand inspections if you blow smoke on 1 of the inspectors at Vidal Junction or on I 40 you can bet they call on you.I just show the folks how to close the air gap on the governor which makes one a dog on power write a invoice for repairs and let them go enjoy their trip to CA ,some stop on the way back for me to set the gap back since leaving CA

The reality is so few 2 stroke vehicles are legal on the road in California anymore, I just don't see CHP or other authorities bothering much less even knowing the details of this little rule to bother enforcing it, especially as years go on. We are really nearly extinct as it is. At worst case, register it in another state. They won't bother pulling you over with out of state plates.

Doesn't CA reward people to turn you in if you are a resident with out of state plates ?,a friend of mine with AZ plates on his bus got into mess a few years ago his neighbor reported him.Living on the border they watch it around here lol we have more CA plates at the stations than AZ plates, looking fuel prices in Needles I don't blame those for buying gasoline and fuel on the AZ side.

Sounds like neighbors along the border don't get along. It's a numbers game, at least for me. The number of hours my bus is actually on the road means the chances of police are idle not chasing criminals or shooing away homeless or chasing the street racers and red light runners is basically zero.
Unless you live here, you really have no idea how lawless the state has become, really. It's like a developing country, maybe worse. At least in other countries, you know there are no rules of the road. Here you expect that and get a stressed out when everyone is running red light, stop signs, speeding, driving like on the racetrack, doing U turns from 3 lanes over, you see it all and never anybody gets stopped. I ran my old BMW for five years with expired plates, plenty of times cops behind me, they just keep going, no time or make it DMV problem. I run then non-op to avoid DMV fees and don't worry about tickets, free!

My neighbor is a Captain for CHP they gave him orders to sell his house here and move back into CA,lol he didn't sell the house but only comes here on the weekends he retires in 5 years so he didn't chance losing the big retirement checks from CA, all he worries about is CA going broke
