When towing a mc7 can I pull just one axle shaft or do I need to pull both axle shafts. My transmission is stuck between gears and won't let go into neutral.

Trucks I've seen being towed, pulled both axles

Both axles is good form, especially with known drive train problems.

No manufacturer will recommend anything except both axles.

Who gets to pay for repairs?

Your bus, your money, the tow operator does as they are told, or get another tow operator.
