Voltmeter goes on and off

Weird problem started developing a month back or so - when you fire up the bus, the voltmeter will at times read 0 until something clicks and then the marker lights come on and it reads voltage.  If I press the marker light switch for "passing" or if I turn the clearance lights on, the voltmeter springs back into action.

Not sure if this is tied to another issue I've been experiencing, where going down the road, the middle clearance marker lights go off, the "stoplight" light illuminates on the dash, and the only way to turn it off is to tap the brake pedal or press the marker light passing switch, in which case you hear what sounds like an air valve and then all is well for another 30 minutes or so.  Very odd.

I'm having an odd problem on my 1989 102 c3 also, the voltmeter flips up and then back to where it should be at 26 to 28 volts, before I was having two dash lights come on one always first and then the starter warning light flashes on and then both flash off Clifford figured that one out, It had to do with an imbalance between the two start batteries, but the voltmeter is still flipping every now and then with no apparent motive, just no longer with the two idiot lights coming on. lvmci...

I'm confused, how would this manifest as a bad ground?
