Can anyone tell me what the black "line" is in this picture?  I need to cut those cross beams out but I can't get in there without moving those lines.

Its a tough picture, but Yes those look to be air lines coupled along with the green. The black is too difficult to see. The others, well the exact ones i couldn't say, sorry. I would respectfully suggest first doing the wheel blocking several places. It may be a good check to see where your lines are headed in those photos.

In any case first releasing the system air pressure from those lines would most times be a smart thing. Sometimes it's difficult as parts of your air systems can stay loaded for brake, parking etc..
Many times these airlines have colors kinda identifying their group or term. Although many are just the black in both plastic and rubber. It really is a blessing in these colors assigned.

Have a good day

That black line looks to me like electrical conduit. Don't cut it. Maybe you can move it aside?

If it is an electrical line, you could use a wire tracer to nail down what circuit (or circuits) it is by testing every line going from the junction box. It also might be a shielded metal line for air. How stiff is it? If it is somewhat flexible, it is probably a wire bundle. Either way, you will have to carefully cut out around those lines to replace the metal channel. Good to see rust in something other than an Eagle.  ::)

And yet Eagle gets the bad rust press! At least Eagle's are more convenient to repair.  :D
