Fuel tank filler hole gasket?

  As shown by the black ring in the picture, the seal on my fuel tank leaks a little when driving. I would like to change seal. Is this an o ring that can be bought at an auto supply or is this a special gasket? This one has no spring left to it to make a seal. It is rock hard and will be nothing but little pieces if you try to remove it. If it is something special I would prefer to have a new one in hand before removing old one.
