Bus raffle

I have an 85 MC9 that was converted by Virginia Custom Coach, ready to use, that I need to move on to a new owner.I am considering raffleing it off with  ticket sales of $ 100 each with a total of 300 tickets. The odds of winning are way better than the lottery. Out of  the proceeds would be a donation of $ 5000 for cancer research of some sort. If less than the 300 tickets are sold, all ticket sales will be refunded. I am not sure how to have the drawing so every one knows it is above board and done fairly.
Any thoughts or feedback?

    Have someone who is well-known and skilled (an accountant or lawyer, maybe) do it "blind".  Nobody sees anything until the result is announced (unless it's agreed before hand whether that person will issue updates, etc.)  Just a thought.

Why not just say you have a bus for sale I am wanting 30 but will take 25 grand here in AZ it is against the law for individuals to sell anything by raffle has to be a NPO with  board members.

I would check with the state attorney in your area just to be sure YMMD I was thinking of doing one a few years ago here it didn't pan out for me I found out some states look at it a form of gambling and they want their part lol

Like Clifford stated, in some states raffles are limited as to who can hold them.  In the State of Minnesota only non-profit organizations can hold raffles.  No individuals or other businesses.  A permit is required.  I know people have done this for houses and found out after they started that it is not legal.

Are there really 300 people you can find who would want a bus?  It is a lot easier to do this with a house as everyone needs a place to live.

I just glanced at the raffle laws in Maine looks to me like he cannot sell it at raffle as a individual

Where I come from unless you are an Indian band or an Exhibition Association (country fair) you can't run a raffle - at least not without jumping through a lot of extra hoops - and its flat out of the question for an individual.  Having said that, if you could run one, perhaps you could run it like a goat raffle - you buy tickets for your "friends" and they end up with the goat.  Just saying - not sure whether any of us should consider our busses an asset or a liability.

      I think I might know why private sale raffles are illegal:

    There was an old man near me who raffled off a mule; sold 50 tickets at $10 each.  After the raffle was over, it turned out the mule was dead.  Somebody asked him "weren't all those people mad?"  He said "No, only one, and I gave him his money back!"

If you let a non-profit organization raffle it , and they get to keep anything above a reserve is that legal ?

Just a thought around big brother !
