Skinner valve problem 1981 MCI 9 more info for you excellent mechanics

Hey Guys,
Here's the deal. My bus leaks only when I have the key on. It leaks from the short black tube in the first picture. The part that is leaking is attached to the skinner valve in the picture. One of the two other ports goes to the object pictured in one of the other pictures with what looks like a red price tag on the side of it. The other tube goes to what appears to be a small coffee type black can. The last picture is the relay in the front junction box below the drivers window. In my manual they don't show this relay, they only show the horn relay which is located in the picture to the right of the relay in question. So in summary, if I build up pressure in the bus I can hear it leaking pretty heavily from the cockpit which is forcing my air compressor to kick in too often but if I shut off the key it immediately stops leaking but if I turn the key to the first click it starts leaking again. I don't know how tofix this but I am also curious as to what this valve does? I know my eergency shut off is not working but I went through all the different air actuated con trols and could not hear a difference. I have maintenenance shceduled b ut I'd like to fix it myself if possible and save the money and get to know my bus better.

You got a key?

My guess is that solenoid is the supply for the driver side windbag.

My wife says my bus has one. ;D
