Fan clutch question

Hello all,

I was looking at my fans today and I saw that this air divise, I assume it's a switch.  Anyway, I never noticed that it appears there are 2 of them there an air isn't hooked up to the one that is attached to the fan? 

Also, next to those is a toggle switch.  What might that be?

Back to the U.S. after 8 years in Europe.  
Bought a 1997 MCI 102D3 with Allison B500 on November 17, 2021 in Syracuse, NY.  Commenced living it that day and  drove it to Florida and New Mexico.  Converting as we go. All most done now.

Those are test switches to check your fan clutch operation, the Linnig Fan Clutch on yours are engaged by air both the engine and Charge air cooler,I always checked mine before hitting road
