Series 60 - DDEC III vs DDEC IV

it seems earlier series 60 had the III and then later the IV ECU. From what I read the IV allows more power tuning and more logging and event reporting. Is the link adapter specific to the DDEC version?

No the lll and the IV use the same link ,the IV is a faster processor for the newer sensors most prefer the DDEC lll with cruise control for upping the HP and torque when in the cruise control mode, I like the lll best

I much prefer DDECIV. We owned a lot of them in our Prevosts. The driver report window is outstanding. Every Wed. I downloaded the driver reports from all the buses to see if the drivers were following company guide lines. I set our road speed governing at 62 mph, and had strict rules for idle time, etc. Our goals were 8 mpg but we usually did not quite achieve it, usually around 7.5. Also, hard brakes were looked at. If I saw one on the downloads, I matched the time stamp up with our recorded video to see the cause of the event, ie someone cutting off the bus, a deer jumping out, or whatever. After a while the drivers all bought in and really tried to achieve the goals.  S60 DDECIV and Cat 3406B, best two engines ever built!
