Im guessing since I dont know what leveling system you have, but maybe the zect lever is in other position other than highway and leveling valves are bypassed, or two way valve at each air bag is stuck.  picture of leveling system?  thanks

Well so far have pulled the front brakes and replaced them. They were adjusted properly and had probably 80 percent left. They were very glazed as well as the drums. Had softer linings put on and drums turned. Rear brakes are in the process. Drums are off and all linings are glazed very bad. Getting the driver shoes off is a problem. Luke said to take the pins out of the bottom and then take the shoes off together because don't see how you can get the springs off. Any suggestions on how to get them off? Will get back to them next week. There was no oil leaks to contribute to the problem so we will see.
