The local Detroit dealer thought my bus seemed underpowered.  They determined the charge air cooler has three leaks in it.  They said I should be getting a good 25 PSI of boost.

I pulled the CAC out and took it to a local radiator shop I have dealt with previously.  They tested it and found that it leaks at three of the four corners.  It is not repairable due to where it is cracked.  The shop can order a new core and then cut my old one apart and weld it back together.  MCI no longer has any Dina CACs left in stock.

The problem is no new charge air coolers are available.  MCI sent the remaining stock to Vintage Parts, but Vintage Parts sold them all.  Langerer & Reich made my CAC, but the L&R part number plate is unreadable.

I am not really into spending a few hundred hours of my time trying to modify the piping and brackets to fit a readily available CAC.

yeah, best i can tell, the center section between the hot and cold side of the turbo disintegrated over time and the chunks blew through the hot side damaging the fins in the process. so even if your turbo spins freely, and there isn't any play in the bearing, it still could need R and R. But it sounds like your CAC is the problem so hopefully that will do the trick.

That is why you check the play, then examine the fins on both sides for damage or distortion. It'll  be obvious if there is a problem with it.
You could substitute a pipe with rubber couplings in place of the cache. You'll  know right away if it was the problem.

My turbo seems fine with no issues I can see with the fins on either side.
