John, If the video of the thief shows enough to possibly identify him, you might make copies of it or send some stills to the local parole and probation authorities.  Since many of these crimes are committed by those the make a habit of it, he may be known to some parole/ probation officer.  These officers are usually very interested in finding out if anyone on their caseload is going astray.
Unfortunately the rather grainy B/W video doesn't show his face, so I don't think there's any chance of the police or anyone else recognizing him.   There are at least six cameras in the yard, but only one recorded him  - I think the cameras should be repositioned to better see any intruders' faces.
