I have to tap on this with a hammer while cranking to get it to start now. I tap it between the throttle and the shut off lever. A few taps and it immediately starts up. It's always had a delay when I shut the run switch off before it shuts down. Is it safe to take this apart and not goof up the rack or anything?

are you talking about the Kysor cylinder...? just spray the hell out of it with penetrant of your choice...Kroil works.

I would disconnect the air line on the Kysor valve spray  brake cleaner into the fitting turn it off and on about 1/2 dozen times then here we go pour a little Marvel Mystery oil and turn it off and on a few time it should be ok then.You need to save the Kysor valve if all possible it's a part of your safety shutdown and is no longer manufactured nether are the o-ring kits for it

No, the kysor and the shut off are in the correct location, there is something under the aluminium plate that is sticking and keeping the fuel from getting to the engine

What rpm is the engine idling at ? can you start from the rear giving it a little throttle, see if that makes a difference,with the delay of the engine shutting off I would guess the starting aid adjustment is out of adjustment

Idle is good once it starts. I can crank from the front but it won't start. I crank from the back and it just cranks until I tap on the aluminum housing and it fires right up like it use to.
I'm assuming the fuel shut of valve is sticking for starting and stopping but I don't know what's under the cover....

You can remove the cover and look but I don't think you will find a problem,just be careful when you replace the cover and make sure the shut lever is fitted into the slot.Removing the cover will not affect the rack adjustment.I still think it is the starting aid adjustment or maybe a injector sticking.
? when the air pressure is up and you give it throttle does it fire off easy without tapping on the housing

didja consider that the shut off arm has slipped and it is still in fuel shut off...

I suspect it the shutoff cylinder that's sticking and tapping next to it vibrates it enough to unstick it. Spray the rod and work it a few times and see if it gets better.

I'll check the shut off arm but it moves freely and doesn't seem to be in the wrong place.... 
I hope to get a chance to look at it again next week. Thank you all for the suggestions
