My 1989 schematic shows one wire (X terminal, or power) goes to a 15 amp breaker on the bus bar, second wire (L terminal, or load) goes to the turn signal switch on the steering column and the third (P terminal, or Pilot) wire goes to the tell-tale pilot lamp on the dash.  A 1980 schematic version used only the X and L terminals, nothing on the P terminal, and the L terminal went to a turn lamp relay.  The later model did not have a turn lamp relay.  Your 1980 bus should be the earlier set up, so one side of the flasher should be power from the breaker on the bus bar, and the other side should go to the turn lamp relay.  Nothing on the third terminal of the flasher.
