I spoke with the owner, he bought it at an auction I believe. The bus still has a Canadian title and was not brought through customs about 10 years ago before heading to Florida. He is working on getting the appropriate paperwork in order, but doesn't have it yet. 

When he bought it the bus didn't run, but he got it started. He is unsure of many of the systems, but the air system seems to be in an okish state as the air bags hold air for 1-2 days. The brakes seem to work, he said, for the little he has moved it.

The bus currently does not go into reverse, though he is investigating that. It could be a wire connection, solenoid or something else.

The bus is a lot of unknown, but the interior doesn't look as bad as I had feared. The seller seems very honest about the condition.
