Alright, just to make sure-- There are supposed to be four bags and one valve in the front.  There should be four bags and two valves in the back.  Each of the rear valves controls the two bags, one bag fore and one aft of the axle, on that side of the bus.  Are you saying that all four bags are controlled by one valve that is on one side of the bus?
You don't have to believe everything you think.

The single front leveling valve contols the 4 air bags on the steering axle. This does not affect side to side leveling. The rear axle has a left and right leveling valve. The rear valves do affect the leveling. Good Luck, TomC

The front valve levels the bus fore and aft only.

The valves do not level the bus relative to the ground, they keep the distance from the body to the axles constant to compensate for uneven and heavy loads.

Measuring the axle to body distance is the proper way to adjust the valves. Check your Maintenance Manual!

Yes it appears the PO at sometime removed one valve and plumbed into the air line for the otheside. I have contacted Luke at us coach he has all the parts in stock so I can take back to original. Still haven't conclude how the bus sat and ran level for a year before it decided to lean to the drivers side?
