Brake Chamber size

We were going to change the diaphragms on our front and boogie chambers.  05 Eagle, spring brakes, 5" brake shoes.  The chambers are 16s not 24s.  Our 4107 has 24s with 5" shoes.  Is this usual for Eagles?  Anybody have an Eagle with 24s?  It seems that if they installed larger shoes that the chambers should have been upgraded also.

You see a few 20's on Eagles but most are 16's on the front and tag or the bogie  I never saw 24 on the front,bogie or tag no matter what size shoe
