A friend of mine posted this on another forum, it states the laws by state for max length  and brake system requirements for trailers/towed vehicles plus lots of other significant information on towing..

I would be more apt to trust the Woodall's version, if there's a difference of law - simply because they state it's for 2011. The towing world one doesn't seem to have a date stamp (at least that I could detect).

By the way - for any iPhone users out there, we produce and upkeep an app called 'State Lines' that tracks many of these laws, policies and regulations - to help travelers keep aware of things that change.  In addition to towing laws, we also track cell phone & txting bans, seat belt laws, default speed limits, smoking bans, alcohol purchasing (ie. can you buy beer in the grocery store?) and more.

We just submitted an update to the app last night, which should be live in a few days. So if you download today, it'll still be the February version (the update will be free when it comes out).
