The Scariest part of that news blip was "AGAIN"  Not once but caught twice hauling people as bagage!

I don't see what the big deal is here.
Mex-busnut showed us pics of his bus with a window in a luggage bay door for the spare driver to look out while traveling in there. And it seems to me that some busnuts have converted a luggage bay for their kids to travel in.

Certainly not as comfortable but unsafe? Some of the accidents with buses witnessed recently with the top sheared off are more dangerous for passengers that in a luggage compartment.
Having said that its not for me. I get claustrophobic.
