hi i bought a 1984 mci something going on with wiring  when i turn  marker lights on i get small bit of power going to my ground on dash gauges .then shut them off turn master switch on and headlights on get samething .with bus running turn high idle on headlights and marker lights on now shot down high idle will not shot down with headlights& markerlights on   where do i start!!!!!!!!!!!!!!!

The problem is unquestionably bad ground(s) somewhere.  They can be a bear to find.  Start by cleaning and tightening every ground connection you can.

Busted Knuckle

Start by finding and cleaning/tightening the grounds to the dash itself! MC9's were/are notorious for bad grounding dashes!

It's very common to have gauges change readings on a 9 (probably other MCI's as well) just because you turn on the lights or A/C, etc!
As said check and clean ground connections.

In the access panel below the drivers window there will be several "ground posts" with a bunch of ground wires running to them I would definitely take these off and clean ALL of them and reconnect after cleaning.

I don't remember exactly how it was because I fixed it by rebuilding the dash BUT when I had the old 8V71 and had the marker lights on and would turn off the engine it would just keep running --- All that stuff is tied together and as previously mentioned it is usually the grounds.

Sonofagun! You know what? That's probably why my tach gives goofy readings sometimes, then reads normally when I turn on the headlights! That's me, slapping my forehead! (Is there an emoticon for that?)
