Is it possible to run a 12v inverter off a 24v system, I ask this  because I saw one yesterday that was hooked up to one

of the battery's to start a 4103 GM BUS 1953?

Not sure what you were looking at.  The 4103 is a 12 volt bus.

It depends.  you could run a little tiny inverter off one of the start batteries in a 24v system, if you had an equalizer and the inverter draw was within the capacity of the equalizer you wouldn't even hurt the batteries.  If you ran a bigger inverter, or didn't have an equalizer, you would end up damaging the batteries.  If you don't care about battery life you could even run a big inverter, but you would kill the batteries pretty quickly.  So overall, it's not a recommended solution.  24 volt inverters are no more expensive than 12 volt inverters and the wiring is cheaper.
