This would have been easily and obviously solved.  if it means that much to have that plate, then put it on a bus.  There are plenty of old trailways converted buses.  He could have had it fixed up in his father's honor, used in parades or for the bus angel network as a donation on occasion, driven it to and from special events, etc.

No laws broken, no problems, and a judicial use that his father would have approved of.

Just put the plate on a bus! Simple.

I would assume this person has access to a bus he could put the plate on.  The article says he doesn't want it on a bus and that the plate has never been on a bus ever.

I don't see what the big deal is about low numbered license plates.  Apparently the state there has a lottery to hand out low numbered plates.  I have never heard about anything like this in Minnesota.  One comment about this article said folks have paid over $10,000 to get a low numbered plate in some cases.

I think i read that in Hong Kong people have paid $100,000 on up to as much as a million $ for low plate numbers that are considered lucky numbers.

The story is pathetic.  You have a man in his 60's whose most treasured memory of his father is a license plate and is either dumb enough, or shameless enough, to make the statements he makes.  Then there are the politicians that are so corrupt that they see nothing wrong with wasting legislative time and effort for ridiculous personal favors.  It would be a definite upgrade in hope for humanity if it turned out that the plate had commercial value and the politicians were being bribed.  At least greed makes sense.

A lot of people keep cherished items in memory of a deceased parent.  This case just happens to be a license plate that may be state property.
