Georgia bus nuts?

Why would the state only charge sales tax if bought from a dealer?  Why would anyone buy a used vehicle from a dealer if they are going to be hit with extra tax?  It doesn't make much sense.

Of course, I live in Taxesota where they tax everything to death.  We pay sales tax on all vehicle purchases and the state can make you pay extra tax if they think you paid too far under market value.  (Doesn't happen too often.)
