Fuel Shutoff?

I was working on the bus and came across some 'quality' workmanship.  It appears that DART performed some field expedient modification to the fuel system.  I'd guess it's a shutoff valve but that's a SWAG. Somehow depending on a zip-tie in such a application makes me more than a bit nervous.  I'll refrain from commenting on DART's workmanship but there were several 'surprises' like this one so far.

Any advice (besides buy an Eagle) would be welcome.  =P

Matt, that is a picture of the main passenger heater control valve. It is normally "open", air actuated and electrically controlled. Looks to me that passengers were real cold (reason for air line crimped) and mechanic didn't have time to fix it properly (or didn't know how).With that small line crimped there will be no supply of air to "close" that valve when electronic thermostat gives a signal to small soleniod mounted on water valve.

Well, that's not nearly as bad as what I ASSUMED.  (yes I know what it means)

I won't worry about it right away, I'll assign it to the second tier punch list.
