How come there is a no #2 rule in entertainer coaches?

Dad and Granddad used to tell stories about walking along the RR tracks in Virginia during the 1930's; particularily after the scheduled passenger trains JUST went by.  All sorts of valuables sometimes could be found.  You just had to WATCH YOUR STEP!  HB of CJ
