Maybe, maybe not.  I think that release you're talking about isn't there on the MC-9s, I think that's something that came about with the introduction of the "A" series.

Do you have a manual door operating mechanism with the vertical handle, or a power door opened with a dash switch?  MCI made a lot of changes when they came up with that soprano-creating manual door opener (which, btw, driver's hated in revenue service), and I think this remote release was one of them.  It's been awhile, so the memory's a little foggy on this one!

IIRC, from the factory, closing the door securely with the handle inside (and the master/ignition switch "on") should activate the air lock mechanism regardless of whether or not the parking brake is set.  If yours only works with the parking brake "off", well, that's sort of unusual, and I'd immediately suspect that some previous owner may have futzed with the wiring.  Time to dig out the schematics and start tracing wires.

BTW, and also IIRC, the air lock will not work with the master/ignition switch "off".  It will also not work until there's sufficient air pressure in the system to shut off the "low air" warning light & buzzer.  Air supply for the lock comes from the same tank that operates the wipers, suspension, etc.

Thank you for the info mine has to have the park brake pushed in before the door will lock.  So maybbe somebody has messed with it before, but works good when the park brake is pushed in.  Thanks for the help
