MCI 102c3 Start Switch Problem

The batteries are new and are 25 volts.  Is there a way to bypass or test the master relay?

Quick and dirty, a test light to the starter solenoid and then starter, looking for it to illuminate for a start attempt, at least confirm or deny that power is getting there.

Chasing the wrong squirrel up the wrong tree just risks breaking something unrelated, and then you still have the underlying no start, and a bigger pile of dung...

Everything a busnut touches, turns into more trouble...

I have 25.3 volts from the batteries.
I have 25.3 volts at the main battery post on the starter.  When I press the start button my test light illuminates on the "s" stud on the starter.

I used the paperclip to bypass the neutral.   That did not work.  With the master switch off I have 25 volts on the left side bottom wire and top left wire on the master control relay in the front junction box.  I have no power on the other wires on the master control relay. 

When I turn the master switch on the master control relay does not switch.  I can press the brass contact find on the relay to manually switch it.  I then hear the buzzer.
The bottom right wire on the relay now has 25.3 volts as well as the top right wire.  Howeverthe middle wire has no power.

When I press the start switch with the master relay switched and the buzzer going nothing happens.
