    It's hard to tell since fire spreads and gets fanned by the wind, of course, but it looks to me like the hottest area of the fire/a place where the fire may have started (???) is right around the rear wheels.  Imagine that!

Is the thought the main axels got dry and then got so hot the gear oil that was left hit flash point and then that's all she wrote?

No. Either stuck brake, or flat tire.  Most likely brake. That's very common with disc brakes on these buses.
