I-40 is a mess again

Hi All, I-40 around Williams, AZ is under construction again. From Ash Fork east to Williams and then again from Williams east to after Parks Rd. down to one lane each way, both E & W on the east bound side. The good news is the temporary paving they put in place is better than the interstate has been in years. The bad news is the 3 or 4 villages on either side of Williams, can either get on or off the interstate, but not both, no signs or detour instructions, nothing, nada. I thought there were rules about interstates, but it must not apply to AZ, lvmci...
