Ok, so I can write the answer directly on the steel wheels

Passenger side lug nuts go?

Driver side lug nuts go?

Are you talking about "lefty loosy, rightie tightie?"

If so, look on the ends of the wheel studs, you'll see an "L" if they're LH thread, most commonly found on the driver's side.
