Engine Alternator Charging Voltage

I set my 4107 voltage regulator to 3.7 volts as per the maint manual with a full load of all lights and the heat/ac fan turned on.

Does this then make the alternator charge at a normal 4.1+- with no load?

My panel VM needle oscillates so much I can't tell for sure what the no-load voltage actually is.
