rear flaps affect cooling?

Everything I have read says the mudflap should be behind the rear wheels and not by the rear bumper.  Mine came with one back by the bumper.  I decided to leave it there unless I had a heat problem.  Now, I want some extra cooling, so it is removed.  I am told that I will get a bump in cooling by removing it.  Then, there is a second bump by re-attaching it behind the rear tires.  If you have a problem with oil/dirt on the toad, I think Ed's hula skirt thing may help without too much cooling lose.  Another option would be to put some protection over the front of the toad.  Do they make them that size?
