"E" spec or Euro spec headlights

Does Canada allow both E and SAE spec lights?  I want to replace the headlights on my 95 Ranger and I want the E spec that Mazda MUST provide for European sales if they do, in fact, sell in Europe.  I think Japan also requires E spec.  They are not backward like us.  Any body know?
