1995 new flyer left side won't raise

Trying to figure out a bus for a family friend. It's a 95 new flyer parked in the grass. Left side won't raise with air bags at all. No leaks. Can't get under it. Starts and airs up fine. What am I missing?

I accidentally made 2 posts initially.  Probably on the other. I created post on my phone and submitted post. Stuck phone in my pocket and when I got it back out it looked like my post had not been submitted so I hit post again.
