MCI 102 air suspension troubleshooting

First-time bus owner so this is all completely new to me ...

Typically after the bus has been sitting a couple of days the bus will lean to the right, but once the engine has been running a few minutes it will air up the bags and level off.

The last couple of times I started her up, the lean never went away. I could see that neither air bag on the back right side (neither the tag nor the drive air bag) had any air. I could not hear any air blowing back there, so I don't think it's a leak while the system is attempting to air up the bags. It actually seems as if the system is NOT trying to air up the bags.

I have read a little about the system and it's still quite confusing to me, but I wonder if the "air suspension leveling valve" for the right side is stuck, or otherwise not getting the air needed to inflate the bag(s).

I also wonder if there is any significance between both the tag air bag and the drive air bag both failing [to air up] at the same time. I would have thought the air bag for loading and unloading of the tag axle would be independent of the drive bag, but maybe if they share a supply line or whatever, it would explain why both fail to air up at the same time.

Any suggestions on steps to troubleshoot are most welcome  :)

Try moving the leveling valves arms with a stick.

Going to be hard to move them with the link attached. Try rapping it with a broom handle. Also, be sure one of the bags hadn't developed enough of a leak as to not inflate.
