You cannot test with a torque wrench. As mentioned above, your wrench could be set at say 450 ft/lb, and click. That tells you that the nut is at least at 450. But it could've been tightened to 600 or 800 and you wouldn't know.

To do it right, you have to loosen the nuts, then tighten with the wrench to the proper torque. Then re-torque after a few hundred miles.

Pretty important step. If you find a nut or two had come loose on the re-torque, keep checking until they have fully seated. If they don't ... time for new studs and nuts.

If the nuts have been over torqued 100%...the threads are stretched...

At work I verify torque at times,  we would use a patern specified by the flange manufacture followed but another round starting at number one going clockwise for a single click until a complete round can be completed without additional movement.  After that we would follow up by 3 more bolt tightening.

I have contacted MCI about purchasing new Air bags, still trying to locate 2 rear brake chambers. They do not have the studs, inner and outer lug nuts.

I need to make a trip to MD and back to Texas and then I would like to make the replacement.

Luke should be able to get them. If your chambers are dd3's, they are still available as rebuilt. Try busfixx.com as one source.
