Sorry I did not see this thread was about a ZF.  I can give you some info for how to by pass the ecm BUT check your idle speed first.  The trans will not engage at all if the idle is too high.  The shift pad just "suggests' what the trans should do and the brain box protects it from bad stuff.

Greetings!  We are back on the road again!  I went up this morning and spent a couple of hours checking every relay, wire, hose that I could find that might have something to do with the transmission.  Under the bus and combed over every inch to try and see anything that looked out of the ordinary.  I came out and was getting ready to pull the ECM, when I remembered someone wrote to call Harbor Diesel out in Longbeach, CA.  They asked me symptoms, then told me to go to the engine compartment and the linkage had vibrated off between the fuel and solenoid for high idle and then they emailed me a PDF on how to calibrate it there.  Went thru the steps, started it, pushed air brake, hid D and off we went!!  What a blessing!
Thanks again for all the help and suggestions.  This has been a great learning experience as I plan to drive the silver eagle for years to come....  It only has 220k miles on it  ;D
