What is the purpose of the plugs outside the drivers window? 

Are they for the bus to receive power?

They look like outlets but I don't think they are.

I have a 1986 TMC 102A3 6V92TA (looks just like the MCI 102A3). Just picked it up a few days ago and I'm exploring :)

BTW, I had an easy trip home with only one issue ( the engine doors kept opening).  It was only 164 miles tho and mostly highway.

I'll be changing my bus pic soon.  The other bus is gone now.

The plug located on the LH front corner is for shore power for overhead lighting and vacuum cleaner outlets while the coach in station.  There are probably 110Vac bay lighting in the circuit also.
If the racks have been pulled, beware that you may find a dead short where the leads were cut off.  The 110V leads can be identified by the green "cotton" wrapped wiring as opposed to the hypolon looking coach wiring. 
There's a circuit breaker just inside the upper RH "tool" compartment door (below the electrical panel door). 
There might also be a similar plug in the RH rear of the coach where a block heater is (was) connected.
A standard drop cord will plug into the oulets.     
Plug it up and see what happens.   If you still have parcel racks, you'll have 110Vac lighting in the racks.  Probably bay lighting too...just open the bays and the lights will come on if the system is functional.

The seats and racks are gone.  Took two days to pull seats and racks.  Wires are still hanging.  Didn't bury wires.

I'll plug it in and see what happens.

I'll be looking to disconnect those circuits.

Btw, there are two of those about two feet apart. 

Think they are for the same purpose?
