Are there different types ? wheels that steer or a platform that swivels if so  which is preferred

platform..less to go wrong..just my opinion..I had one did good job

You can tow any vehicle with the wheels down if you let the engine idle in neutral.  Even my Ford Ranger stick needs to have the engine running to prevent the transfer case from lunching.  A STICK!  Thewy made a chip to allow you to select NEUTRAL transfer case but that chip is no longer available >:( >:( >:(

I have a tow dolly that has a swivel platform, made by Forest River I do believe.  Electric brakes, it works fine.
