Are there any codes set..or the "Check Engine" light on?
Low water is a common sudden non run item.  But that will set a CEL.
If no lights, check for low fuel.  Or no fuel.   Or the bus has a fuel leak.  Has any work been recently performed on the engine or fuel system.
If no CELs, think fuel.  I'm not familiar with how an Eagle fuel tank is oriented, but an MCI will run of fuel with a 1/4 tank.   If the bus is leaning away from the fuel pickup, may be a problem.
May wish to attempt to bleed the fuel system and see what happens.  If it has a port in the intake housing for ether, may (your decision) want to give it a shot and see if it starts on that.  If so, think fuel.
Resist the urge to dink with the DDEC system.  Other than reset all the circuit breakers related to the DDEC.  Or, if fuses, check them.
If the CEL comes on for a few seconds and then goes off, the DDEC is very likely working as designed.  If it doesn't, either the bulb is burned out, the wiring from the ECM is corrupted, or the ECM isn't powered up.   If the bulb is out, you have no way, short of plugging the engine up, to ID what's happening.   DDEC systems are not typically much trouble.
Rule out water in the fuel, fuel in the tank, you get the picture.
You say you checked all the fluids, but make sure that the reservoir for the coolant is at its proper level.
Good luck, JR

Jim - flash your codes - HTH

Check all fuses and circuit breakers, perform all basic mechanical checks FIRST.
If you think it's a DDEC issue, post the flash code here and I can definitely help you.

Wonder what he meant by the "Gov" is in the run position...maybe the rear control box?
Wondering out loud if he has a DDEC at all....could be an MUI and the whole concept would change from the direction I've taken.
Be interesting to see what he comes up with.

yes it is a ddc2  the bus came out of mexico the dash is in spanish it has a 7 speed manual with the shift pattern reversed  normal trans first gear is seven and seven gear is where first. i have driven it a few times a little hard to get use to. its alsu 45ft and 102 wide with 10 " roof raised. getting a 740 allision in 2 weeks. we are still working on the motor we are going to use 12 volt pump to see if it starts .   a dd mechenic over the phone thinks it might be the blower.we are still looking. thanks for everyones ideas.Jim

Could be.  No fuel pressure may indicate a blower issue.  The fuel pump is driven off a blower shaft.   Blower may be at fault and the fuel pump working too.
Post what you find.
Does the "check engine light" work?  If not, locate the CEL lead near the ECM and attach a light to it. The CEL lead grounds the CEL.  Easy to hook back up.
IMHO, you are on the right path.  Get fuel to the injectors and see what happens...before you start taking things apart!
Someone's installed a truck transmission.    Correct my idea, but I believe the trans shift tower can be flopped over to get a proper shift pattern.   Don't reckon it matters now that you're going with an HT740.  You'll like the Allison!
Good luck, JR

we got her started. open the latch in the bedroom and fould a cable that was unscrewed. it has 2 wires on one end that goes to the front and goes in to a fitting on the end of blower. we think it vibrated loose and did not make contac. think that it had fuel shut off. thanks to the ones that responded. Jim: Just to confirm your diagnosis, remove the suspect cable and see if the engine will start. This is always a good check to be sure that you fixed an electrical problem.
