You might not have DuPont Imron (not Emron), that was a good urethane paint. Where the base coat is exposed, rub the paint with a rag with lacquer thinner on it. If the color rubs off after scrubbing it, it is not urethane. If the paint rubs off entirely, it's lacquer. If it turns out that it is urethane, and the clear coat peeled off, then it was not applied properly in the recommended time frame. As far as finding someone to paint, check with outfits that can handle trucks and trailers, and be prepared to be shocked at the cost. A competent outfit will want to strip all the old paint off to do a quality job. Could be $10,000 +.  :o
