I put a gauge just after the secondary fuel filter, mostly for curiosity, and some because I was having delivery issues.
I get maybe 15 PSI when at idle, 20 at high idle, and upwards of 30-40 at 2k.
What is typical?
It used to start right up, now it has to think for a bit. Not sure if that is the cold or the check valve not working, I have to give it some gas to get it to start now. After it runs great.

You should be 60 to 70 lbs at 2000 rpm sounds like a missing orifice or to large of a orifice on the return
Could be also some air bubbles in fuel line. Is the gage steady, or does it fluctuate some? Did you change the fitting at the end of cylinder head return line? Should have a restriction, maybe .065 or whatever is spec'd for your particular engine.We used to play around with the size on our 4104 years ago. Orifice size will affect pressure and is spec'd in shop manual. Of course the spec is for clean fuel filters and no air in system. And a properly working fuel pump.
