Title: 4104 Governor

Hello looking for information on a governor application on a 4104. This is a 1960 5107 I am the new owner the PO repowered in the last 5 years.  The governor is stamped SWVS which I understand the meaning of. 
My question is reviewing the inline 6-71 DD Operator Manual in the section on tune ups, my governor looks exactly like the Limiting speed governor shown, and the section pertaining to VS looks like the one depicted in the GM parts and maintenance manual.  The engine is a 4 valve the block is stamped 10-81.  The serial number on the machined boss is 671 with three numbers after.  They are stamped as two separate lines.  I drove the bus from LA to FLA other than seeming short on power it started and ran fine.  I haven't been able to find a lot of technical data on the governors.  I do not have a booster spring the stop run lever is connected to the throttle or morse cable in a return spring configuration.
Part of what got me here was when I pulled the 41' cable to clean and lube the governor ends in a hunt mode that ends up in no fuel position when the engine gets up to operation temp.  Yes I am following the tune up sequence as listed in the manual (yes I have adjusted the booster screw) as I previously stated.
Any comments or direction would be appreciated

Are you sure that is not a fuel modulating governor ? and you adjusted the air gap right

I know there is no fuel modulator on the engine.  i adjusted the air gap based on the liming speed (.170 gap) if refer to DD manual it appears to be a differnet set-up as it specs a .008 or so gap for the SWVS.  Like i said i was refering the pictures not realizing if was for the liminting vs variable speed.

I just see a lot of 4104 with the modulating governors with the white spring for 2050 rpm the single weight governor only has 2 setting the .170 and .200 plus the gap you set running.hope you get figured out
