Any one out there know if you can mount a receiver hitch to the front of a mci 9 . im looking at a few few motorcycle racks that slide in to the 2'' receiver, the scooter is about 2 hundred pounds.

Anything can be done but there is no frame to speak of in the front of an MC-9, it's just a fold up bumper with the spare tire behind it and some small framing to hold the bodywork.  The tow hooks (not really for towing I am told) do come up underneath the floor to hold up the spare tire.  If it was me I would come up from those hook eyes and also tie into the framework just under the windshield, and a couple of hundred pounds for the scooter would be about right.  Kind of like the bicycle racks you see on new transit buses.
