     I'm not sure exactly where Rochester MN is, but if I were in western NC or VA and I saw a bunch of buses sitting around like that, I'd wonder if they were used by a "white water" outing company.  Here they load buses (mostly schoolies) with people and tubes/kayaks/rafts/canoes and take them up-river and then the buses meet the people at the takeout place downriver and shuttle them back to the company office and parking lot.
     Not cheap to buy bus tickets but it's a really convenient way to do it.

The ones in VA. are at Basset. Virginia. Scores of used coaches there.

Rochester MN is about 1.5 hours south of Minneapolis, it's home for the Mayo Clinic. Nice small city.  Glad I was there in August and not Feb!

Looks like one of these busses came from Winnipeg Canada.

I went on a hot air balloon flight once where they did that - the bus trip was only at the end, but on the plus side we also got an off-road trip by Land Rover from the landing site to where the bus was waiting. I spoke to the bus driver and it was a fun day out for him, chasing after the balloon and wondering where it was going to end-up.

I bet you took that pic at Cannon Falls, MN Bruce.  The collection belongs to the Holter family.  They have about 60 vintage buses, some fully restored.  The warehouse is full of buses.
